I believe that the existence of a cheap Chinese liquor called Samshoo, which is not sold in licensed grog shops, is the chief cause to whom I referred the matter thus brought to my notice will also be found annexed. I am inclined to agree with those opinions.
Drunkenness here compared with that at other foreign stations. This is, I think, proved by the Justices who do not think the number of licensed retail shops excessive, and I certainly concur in the opinion.
